Sisi Liu joined Thomsen and Burke in 2019 and advises clients on a broad range of U.S. regulatory issues involving international trade and investment, exports of controlled goods and services, and transactions involving sanctioned countries, persons, and entities. She has experience in economic sanctions administered by the Office of Foreign Assets Control (OFAC), the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), and Committee on Foreign Investment in the United States (CFIUS). Sisi has assisted clients operating within the following industries: crypto-blockchain-Web3, Internet/IoT, computer hardware/software, wireless telecommunications, automobiles, and biotechnology.
She received a B.A. from the University of Pittsburgh and a J.D. from the University of Maryland School of Law. In law school, Sisi served as a judicial extern to the Honorable Robert N. McDonald of the Court of Appeals of Maryland. Sisi obtained a business law certificate and won Best Draft in the Duke Law School’s Transactional Law Competition. She was also a Project Finalist in the World Justice Forum Access to Justice Challenge in The Hague, Netherlands. Prior to practicing law, Sisi worked in merchandising and business operations for fashion retailers and brands.
