On July 13, 1998, thirteen leading high-tech companies announced support for an alternative solution to the network encryption export control stalemate called “operator action” in a joint press release. Ten of the thirteen companies filed applications for licenses requesting authorization to export strong encryption products described in an associated white paper. On September 16, 1998, the White House announced a series of reforms to the export controls on encryption, including welcomed, albeit limited, relief for “recoverable” products in a press release and briefing. On October 19, 1998, the companies issued a second joint press release announcing that their export licenses had been approved.

The license approvals are an excellent example of the ability of government and the private sector to partner to find solutions to the encryption issue,” said Under Secretary for Export Administration, William A. Reinsch. “We are optimistic that the industry will be able to build on this market-driven solution to further expand its world market share.”
