Samantha L. Breeze accepted the position of Associate at Thomsen and Burke LLP following her admission to the Maryland Bar in December 2021. Samantha first joined the firm in May 2019 as a law clerk while attending the University of Maryland Francis King Carey School of Law. She graduated in May 2021, receiving her Juris Doctor, a Certificate in Cybersecurity and Crisis Management, and a recognition of specialty in Intellectual Property.
During her time as a law student, Samantha was a staff editor on the Journal of Business and Technology Law, and a research assistant to Maxwell Stearns, Venable, Baetjer & Howard Professor of Law, with whom she worked to draft the article Constitutional Law’s Conflicting Premises, published by the Notre Dame Law Review. She externed for the University of Maryland Center for Health and Homeland Security, where she presented her capstone project on effectively incorporating cybersecurity risk management into emergency management services.
Prior to her legal career, Samantha graduated summa cum laude from The American University in May 2018 with a BA in Political Science, specializing in Policy, and a minor in Information Systems and Technology.
In her free time, Samantha enjoys traveling and hiking with family and friends, and practicing yoga.
Her recent matters include:
- Representing clients in export enforcement proceedings;
- Advising on software and technology controls under the Export Administration Regulations, International Traffic in Arms Regulations, and Committee on Foreign Investment in the United States Regulations;
- Developing Sanctions Compliance Policies and Technology Control Programs for compliance with regulations administered by the Bureau of Industry and Security, Directorate of Defense Trade Controls, and Office of Foreign Assets Control;
- Conducting trainings on complying with export controls and economic sanctions via screening techniques;
- Advising on transactions involving Russia and Ukraine;
- Strengthening client compliance with the Cyber Tools Rule for intrusion software and network surveillance items; and
- Collaborating with industry to support practical implementations of emerging and foundational technology controls proposed by the Wassenaar Arrangement.
