Courtney F. Ellis is an Associate at Thomsen and Burke LLP. Courtney joined Thomsen and Burke as a law clerk in 2024 while attending the University of Maryland Francis King Carey School of Law, and later joined the firm as an associate following her admission to the Maryland Bar in 2025.

In law school, Courtney was an articles editor on the Journal of Business and Technology Law, and a research assistant to Michael Van Alstine, Professor in Business Law at the Francis King Carey School of Law.

Prior to attending law school, Courtney graduated from Durham University in the United Kingdom with an MS in Defense and National Security Studies. She previously graduated cum laude from the University of North Florida with a BA in Political Science. She has prior work experience as a risk analyst with the World Bank and as a policy analyst with various government agencies, including the Departments of Homeland Security and Commerce.

In her free time, Courtney enjoys international travel with her husband, John, and hiking with her labrador, Luna.

Recent matters include

  • Drafting Commodity Classification Requests for items designated EAR99 and classified under Categories 3 and 5;
  • Drafting Customs and Border Protection rulings and classifications for country of origin and duty exemption matters;
  • Analyzing requirements for foreign investors under the Committee on Foreign Investment in the US (CFIUS) regulations;
  • Analyzing tariff classification requirements and exemptions under the Harmonized Tariff Schedule (HTS) and various tariff authorities including the US-Mexico-Canada Agreement (USMCA), the International Emergency Economic Powers Act (IEEPA), Section 232, and Section 301;
  • Analyzing regulatory changes from the Bureau of Industry and Security, the Office of Foreign Assets Control, and the Directorate of Defense Trade Controls;
  • Researching import and export requirements for pharmaceutical imports governed by the Food and Drug Administration (FDA); and
  • Reviewing potential critical technologies.
